The Secretary of the Supreme Council for the Cultural Revolution at the Ceremony of the Contemporary Jurisprudence Studies Research Center:

The Secretary of the Supreme Council for the Cultural Revolution, in the company of the directors and researchers of the Contemporary Jurisprudence Studies Research Center, emphasized the necessity of solving the emerging issues of the system, including cultural issues, by jurists and seminary researchers.

At the ceremony celebrating the birth of Mistress Fatimat al-Zahra’ and commemorating the Research Week held on Wednesday at the Contemporary Jurisprudence Studies Research Center, Hujjat lslam Wal Muslimin Abdul Husayn Khusrupanah, referring to the three areas of contemporary jurisprudence, said: The first area of contemporary jurisprudence is the original and traditional view that considers jurisprudence to be the answer to emerging issues and tries to respond to new issues that have arisen.

He added: The second area that can be defined for contemporary jurisprudence is the jurisprudence of systems. In this area, jurisprudence has tried to achieve the supreme goals of religion by organizing the issues of a field. The relationship between various jurisprudential issues is one of the characteristics of the jurisprudence of systems, and fortunately, great efforts have been made in this area after the revolution.

Hujjat al-lslam Wal Muslimin Khusrupanah explained the third and most important area of contemporary jurisprudence and said: It seemed that we should consider the most important area of contemporary jurisprudence to be the “jurisprudence of governance.”Governance includes the decision-making process in the areas of policy-making, legislation, regulation, relations, and monitoring and evaluation to change the current situation.

He said: In our country, three councils are appointed by the Supreme Leader: the Supreme Council for National Security, the Supreme Council for Cyberspace, and the Supreme Council for the Cultural Revolution, which determine the formulation of policies aimed at implementation and the guiding dos and don’ts.

This teacher from the Qum Seminary added: The topics defined for the Supreme Council for the Cultural Revolution are very broad and include the areas of culture, education, social affairs, and even health affairs. The documents approved by this council must also be approved by the Supreme Leader of the Revolution, and after that, they will be enforceable even for the three branches of government.

The Secretary of the Supreme Council of the Cultural Revolution said: We expect jurisprudence and jurists to have a clear and effective opinion on these dos and don’ts determined by the Supreme Council of the Cultural Revolution, and we believe that the “Principles of Jurisprudence” and “Jurisprudential Rules” in this area have the necessary tools to respond and solve the problem.

Referring to his presence in the Supreme Council of the Cultural Revolution for the past three years, he said: Although I have previously paid attention to the issue of governance jurisprudence, by being in the position of secretary of the Supreme Council of the Cultural Revolution, I realized the very important necessity of this area more than before.

Hujjat al-lslam Wal Muslimin Khusrupanah asked all jurists, including teachers who have entered the issues of contemporary jurisprudence, to pay special attention to governance jurisprudence and help solve various problems of the Supreme Council of the Cultural Revolution.

At the end, he announced his readiness to hold specialized meetings on “Jurisprudence of Governance” with various teachers of contemporary jurisprudence.

At the beginning of this meeting, Hujjat al-lslam Wal Muslimin Mustapha Durri, Deputy Director of Research and Deputy Director of the Center for Contemporary Jurisprudence Studies, presented a report on the various activities of this institute. He explained the holding of more than one hundred specialized meetings, the preparation of nearly fifty books, as well as the international and media activities of this institute.
